I think the confusion is that the 'index.htm' is understood..
On webservers there are certain files that are 'default' pages.. usually they are either index.htm/asp/php/whatever.. or default.htm/asp/php/whatever..
The index.htm should be there in the folder list of the websites files... but if you just type in
www.timbuktufoundation.org, the web server will automatically know the default page, in this case index.htm, and pull that file.
I can go deeper into it if you still don't understand, but I don't want to confuse any more than I probably already have.
