1) Yes you will need a web host. A domain is simply the URL. The hosting is space to store your files and the bandwidth so people can view your website and its files.
2) Yes domains go from $10-$15 a year. I would recommend using Godaddy for the domain name since it's $10 a year. Web hosting is such a saturated market that the price of hosting has gone down ALLOT compared with a few years ago. $3-4 a month really isn't much at all for what you get. Your website has endless possibilities. Compare web hosting to a small shop, in my opinion you have more possibilities with a online business and the price is so cheap.
3) Yes you could do that but you wouldn't need your own server if you’re just started out. A dedicated server is what youtube, myspace, facebook would use. $3-$10 hosting will be more than enough to start out with, in fact most people will never need a dedicated server.
