Yes, as you are building your pages you have the option of inserting your own HTML or using the block-by-block builder. Also some customers don't even use the builder. They use FrontPage, Dreamweaver or whatever software they want to use. You don't have to use the builder, just most are beginners and choose to.
If you decide to cancel, you can keep your domain. That happened to me with my first SBI! site. I didn't follow the guidelines and rushed through the process so of course my first site failed. But I was able to keep the domain name and I transferred it to another host with no problem. BUT you still want to backup your content on your PC, because even though you keep the domain, SBI! doesn't keep the content for you.
Once you register the domain name, it's yours. SBI! doesn't own it.
