Sure there is. Notepad! Won't cost you a thing but you'll have to work directly with the code and honestly it's a very good way to learn. Since my template is already done for you, you can follow along with the video and learn how to edit the CSS file. Trust me. I didn't know much about CSS either but learned a lot through using templates and of course W3Schools, HTMLDog, etc.

You can also try Kompozer. It's free but I've heard it doesn't handle CSS all that well sometimes. There are people on this forum that have used Kompozer to do their SBI! update. http://kompozer.net/

I believe West did for her SBI! site...
