1) Try to run your code and website at local PC
2) If it work fine at your local PC and Zip the files and Upload the file using Cute-FTP or Filezila to your new hosting account FTP
3) Then contact your hosting provider to unzip all the files.

If still it do not work, then signup with another hosting provider who allow any trial of services, upload your domain files their and test the same.
