You can access the domain control panel but not the file manager? It sounds that you have a hosting issue if you cant access your web folder via the CP and FTP.
I would contact the hosting company support. They should be able to fix it.
You could also try setting up a new FTP account in the site Control Panel. Test the account. Your hosting plan needs to allow more then 1 FTP account though.
