You'd be surprised at how well they monitor sites.

Last week someone stole my entire content on my Adsense page. Apparently the person was violating the terms by saying "click here" in some spots on their page. Well since they weren't smart enough to change my AdSense code to their own, Google thought it was my site and emailed me about the "click here" violation. I told them it wasn't my site and that someone stole my content and the AdSense code.

But my point is, they are constantly watching and I believe the team they have dedicated to monitoring sites is very thorough. They have to be because if AdSense members start violating terms they run the risk of losing AdWords advertisers. It's very important to them that AdSense remains "clean."
