I use Dreamhost. Their hosting may not be the cheapest although right now their special offer is only $5.08 / month if you pay for a year ($60.90). It drops all the way down to about $3.50/month if you should want to pay for ten years. Registrations are just under ten dollars but you get one free with your hosting.

Dreamhost has a good record and they are in the top 25 as far as size, but they do reflect a strange sense of humor. Right now their special offer that includes the really low rate for ten years claims to be an error created by a robot that is sure to bankrupt the company. Kind of wierd, but I have had good service from them (my program isn't too complicated or large, however, and I haven't had to request much help).
