The fees will vary depending on host, domain registrar and how much the software costs but you can get the best deal at
www.godaddy.com for domains and web hosting. ($7-8/year for domain names and hosting starts at about $3/month) As far as web software I'm probably the wrong person to ask because I use FrontPage and it's being discontinued. I know a lot of folks use Dreamweaver but it's a bit pricey (at least $300... correct me folks if I'm wrong)
