Ever thought of using rentacoder.com? I use them all the time. It's a great way to outsource some custom work. You can tell the coder what you want the site to look like or even show them a site you want to pattern the design after. The prices are usually much cheaper than regular web designers because often times coders come from other countries and charge less.
I don't know about you but I always have a hard time finding the perfect template I need and I'm not big into web design. I either buy a template from a site like dreamweaver-templates.net and customize it in photoshop or just pay someone on rentacoder.com. Rentacoder is especially good if you have very specific details you want done.
