I won't try to suggest everything you should ask because I don't even think in terms of getting help (I'm too stubborn in this area). I would rather do something myself even if its simple. But then again I'm not in a hurry or need to get the cash flow going.

If you ever watch Suze Orman do her "Can I afford It?" segment, she always starts with one question: "Show me the money." In your case there is one first question. It isn't about the money, though cost is a factor to ask about, it's "Show me your work." Everyone has different taste and you need to make sure that you like the style and work of anyone you use. You may be living with what you get for a long time and the style of the work will create an image you may never outlive.

Another important issue relates to who will own the work. You will find several references on this site to people who became dissatisfied with a provider of some kind and then found restrictions on their use of what they had paid for. If it isn't yours to use and modify as you wish I would pass.

A third thing of great importance is the kind of coding or programming they do. If they style with tables instead of css you will have difficulty later. If they do a lot of programming with ruby or some other program you won't be able to make changes without learning those programs (and some of them are pretty difficult).

There are lots of other things that I'm sure others will suggest but these come readily to mind. They would be very important to me.
