Right Adobe Dreamweaver is considered the industry standard, Why else would Adobe have acquired Macromedia (Flash and Dreamweaver) and dropped Golive from the main Studio package. You can download a free 3 month trial from Adobe.
It is a steep learning curve but Garrick Chow’s video training make it easy. From Lynda.com.

Dreamweaver is a what you see is what you get type interface and I found it relatively easy to learn Ha I am still learning but I always get the latest training for each new version I get. You cannot get enough training. Living in Thailand the software etc is cheap

If you can use MS Word with ease try the free web page builder in the Linux offshoot OpenOfficeOrg, just type open office into Google and u can download it for free.
DONT save a MS Word doc as a web page and upload it as the code is ###**@% Dreamweaver has a built in tool for removing all that ###%@& out of a MS Word page.
