First of all you might want to do some keyword searches to see what people are searching for. There are many keyword tools out there. I use the AdWords Keywords Tool when I want to look this up.

Put in some search terms that you would like to be found for. You will get an idea of how competitive and popular these terms are.

Once you've determined a topic, you need a web host and domain name. Lots of people here use GoDaddy.com but there are many others. You'll also probably want a Web editor to build your pages unless you want to code HTML from scratch. Komposer and Nvu are both free to use. I use Dreamweaver. It's not free but one of the better editors out there.

The best advice I can give is to just get out here and start feeling your way around and learning the ropes. www.w3schools.com is a great site to go if you want to learn the basics of CSS and HTML. You don't have to become a pro to succeed but you should learn the fundamentals.
