You can either buy a ready made website creation script that will allow you to do what you want to do (teachers can come and create websites for their classes). Just do a search in Google for it.
Alternatively you can also get a technical guy eg. PHP and Mysql / ASP and SQL and he or she can design the database driven website from scratch for you.
