Default help! it's a linking/pop-up issue

hey everyone,
i'm creating a website, and it's going to be without pop-ups, but it'll have links to different websites.... but here's what's going on... i added a hyperlink to some text (using dw), and when i preview it on IE, surprisingly, that annoying bar pops up on the top of the page saying "to help your security, IE has restricted this file from from showing active content that could access your computer. click here for options" then when you click on it, one of the options is to allow blocked content. so why is this bar showing up if all i did was add a hyperlink to some text? is it a setting on my computer, or when i go live, this will show up on my visitors' browser and they'll end up thinking it's either spam or a virus... great. please help anyone. i'm tweaking, i just want to get this site finished by the end of the week... lisa, anyone, help!!!
