the public_html should be a directory on your server, where you place all your files you want to be published on your website. Anything there could be arrived to through your domain.

for example, if under public_html, you have a file called abc, then anyone could reach that if they typed yourdomain.com/abc

If in your public_html, you have a folder called folder1, and in that folder you have file1.html, then one could arrive to it by going to yourdomain.com/folder1/file1.html

I hope this made sense. This is just my take on it... I hope I explained it accurately.
